Place the rice in a medium heavy bottomed saucepan, cover with the 2 cups water and place over medium heat. Once it comes to a boil, simmer for 5 minutes. Remove from the heat and incorporate the milk, sweetened condensed milk, vanilla extract, orange rind, sugar and cinnamon stick; stir well.

Place back over medium heat and as soon as it starts simmering, reduce the heat to low. Once the rice is cooked through and soft, about 40 to 45 minutes, turn off the heat and add raisins or cranberries.

There should still be a considerable amount of liquid in the pot. Once the rice cools down, it will puff up and the liquid will be further absorbed. Remove orange rind and cinnamon stick before serving.

You can serve the arroz con leche sprinkled with ground cinnamon, garnished with fresh fruits, such as berries, or a combination! I usually eat it with just a sprinkle of cinnamon on top.
